On December 1st do all IR’s who want to continue using their current qnetlife site have to purchase from the repeat estore? Existing IR’s cannot continue using it for free?

Existing subscribers get special promo rate! check your email, you should have received a letter with promo rates, which are significantly lower than usual ones. They’ll be available in your Repeat eStore (it will recognise current users).
